MG JAMES F. RUEGER
Kansas' 32nd Adjutant General

Major General James F. Rueger is the Adjutant General of Kansas. He was appointed to the position on December 1, 1990. General Rueger received his State promotion to Major General on March 24, 1991. He received his Federal Recognition effective March 3, 1992.
General Rueger was born September 24, 1937, in Axtell, Kansas. He graduated from Beattie High School in 1955 and attended Kansas University and Kansas State University. General Rueger received his bachelor of science degree in social science in 1987 from Kansas State University. His military education includes Ordnance Recovery and Evacuation Course, 1960; Noncommissioned Officer Academy, 1961; Kansas Army National Guard Officer Candidate School, 1962; the Ordnance Officer Basic School, 1963; the Ordnance Officer Branch School, 1964; the Ordnance Officer Advanced School, 1970; Command and General Staff Course (Resident), 1977; Command and General Staff College (Separate Brigade Refresher Course), 1979; Senior Reserve Officer Course, U.S. Army War College, 1988; Assistant Division Commander Course, 1988; Air Assault School, 1989; Senior Tactical Commander Course, 1990; Senior Officer Logistics Management Course, 1990; National Security Seminar, 1991; Quality Guard Awareness Course, 1992; National Interagency Counternarcotics Managers' Course, 1992; and Environmental Communication Training, 1993.

General Rueger began his military career on February 5, 1957. He received basic and advanced individual training at Fort Leonard Wood, Missouri. In 1961 he was mobilized with the 250th Ordnance Company and spent one year at Fort Riley, Kansas, as a maintenance section chief. While on active duty, he completed Officer Candidate School and was commissioned a second lieutenant on October 25, 1962. He served in various positions in the 250th Ordnance Company and became commander of that unit in 1967. He was again mobilized in April 1968 and took the unit on active duty. After spending six months at Fort Carson, Colorado, with the unit; he was assigned to the 1st Logistical Command, Republic of Vietnam. He served as Commander, 377th Light Maintenance Company at Cam Rahn Bay, Republic of Vietnam.

On returning from active duty, he was again assigned to the same unit which had been redesignated as Company D, 169th Support Battalion, 69th Infantry Brigade. He held that position until November 1973. From there he served as the brigade maintenance officer, 69th Brigade, from November 1973 to October 1976 and brigade logistics officer (S-4), 69th Infantry Brigade, from June 1977 to December 1977. While serving on the 69th Infantry Brigade staff, he transferred to the infantry branch. He served as Executive Officer and Battalion Commander, 169th Support Battalion; Maintenance Staff Officer and Assistant Personnel Officer (G-1), State Area Command; Director, Civilian-Military Operations; Executive Officer, Troop Command; Logistics Management Officer, State Area Command; and was Commander, Troop Command, from October 1985 to October 1987. General Rueger was assigned as Deputy Commander, State Area Command, on October 18, 1987, and promoted to brigadier general. On October 31, 1988, he was assigned to the 35th Infantry Division as Assistant Division Commander (Maneuver).

He was federally recognized as general officer of the line on May 1, 1988.

General Rueger and his son, Captain John Rueger are the only father/son team to graduate from the Army's Air Assault School at Camp Gruber, Oklahoma. General Rueger was 52 and his son was 22 when they completed the course together in October 1989.

General Rueger's military awards and decorations include the Bronze Star Medal, Meritorious Service Medal with oak leaf cluster, Army Commendation Medal with oak leaf cluster, Good Conduct Medal, Army Reserve Commendation Medal with oak leaf cluster, Air Force Commendation Medal, Army Reserve Component Medal, Vietnam Service Medal, Armed Forces Service Medal, Noncommissioned Officer Professional Development Ribbon, Army Service Ribbon, Army Reserve Component Overseas Training Ribbon, Republic of Vietnam Campaign Medal, National Guard Bureau Valley Forge Cross for Heroism, Republic of Vietnam Gallantry Cross with Palm (Unit Citation) and Air Assault Badge. His state awards include the Kansas National Guard Meritorious Service Ribbon, Kansas National Guard Service Medal and the State Emergency Service Ribbon.

His civic affiliations include Association of the United States Army, National Guard Association of the United States and Kansas, Kansas American Legion, VFW, Lions Club International and the 35th Division Association.

General Rueger is married to the former Kathie Whitten of Marysville. They have two children, John and Jennifer.
